Delivering Low Carbon Infrastructure
UK-GBC is working on its first dedicated infrastructure project that aims to demonstrate how carbon is currently being reduced in the infrastructure sector. The publication of PAS 2080 'Carbon Management in Infrastructure' and the associated guidance are valuable resources setting out the process for carbon management systems across the value chain. However, there is little practical advice on target setting for practitioners based on empirical evidence from infrastructure projects and clients.
The project is focused on gathering evidence from current infrastructure organisations and projects. We are asking three key questions:
1. What carbon reduction targets are being set?
2. Why are these targets being set? (and if targets are not being set, why not?)
3. What is the outcome/impact of the targets?
We are focusing on the UK and only economic infrastructure assets and systems will be considered: transport, energy, communications, flood defence, water, waste and science (National Infrastructure Delivery Plan 2016–2021).
The purpose of this project is to map current practices of economic infrastructure clients and projects in target setting and, crucially, identify the impact of these targets. The completion of the project may result in:
- An understanding of what carbon targets are being set by infrastructure projects/clients and how they are derived.
- An understanding of what was achieved by setting the targets including other additional beneficial outcomes i.e. those not directly related to carbon reduction.
- An understanding of the relationship between the (client’s) procurement function and sustainability and, in particular, the impact on achieving carbon targets.
- An understanding of the most appropriate type of targets that could be set.
The final report should enable clients/projects to have an increased confidence in setting carbon targets and consequently they should become more prevalent. With an increased understanding of client expectations, the supply chain will be better positioned to reply. Consequently, this will enable the industry to realise carbon, and cost, reductions.
