The final UK-GBC Pay As You Save report, "Financing Low Energy Refurbishment in Housing" was published August 2009 and is available to download here:
This is by far the most comprehensive analysis yet of how such an innovative financing scheme could be implemented in the UK. Pay As You Save featured in the report we published last year (download 'Low Carbon Existing Homes') and was a prominent feature of the Government’s draft Heat and Energy Saving Strategy. Opposition parties are also committed to schemes based on similar principles.
